This staff paper analyzes the state’s existing portfolio of combined heat and power plants, how that capacity was reached, and how future policy goals for combined heat and power may be achieved. Existing and projected electricity and natural gas prices; state programs, mandates, and policy goals; and various stakeholder influences coalesce in a collection of complex interactions that influence the viability of combined heat and power.
