Floyd DesChamps has a unique combination of technology and legislation development experience. He has worked in both private industry and the Executive and Legislative branches of government. As Senior Vice President for Research and Policy, DesChamps is responsible for leading the development of the Alliance’s research agenda and energy efficiency policy initiatives. He represents the Alliance in public forums and before governmental bodies at the federal, state and local levels. Prior to joining the Alliance, DesChamps was president of the Desner Group, an international consulting firm, and the U.S. Director of the Global Legislators Organisation (GLOBE) International. At GLOBE, he worked to develop consensus positions among G20 legislators and parliamentarians on global environmental issues including climate change. DesChamps has extensive experience with government institutions, including a role as senior advisor on science, technology and climate change for the U.S. Senate’s Committee on Commerce, Science and Transportation, where he provided advice on science and technology issues before Congress, analyzed and briefed members on scientific reports, and co-drafted legislation on a variety of issues including research and development priorities, technology transfer, climate change, earthquake early warning systems, space exploration, commercial space development, and other emerging science and technologies issues. DesChamps spent seven years with the U.S. Department of Energy in several capacities, including program manager at the Office of Environmental Management working on cleanup of the U.S. nuclear weapons complex. He also spent time at the Nuclear Regulatory Commission licensing the use of radioactive materials in industrial and commercial applications. The start of DesChamps' professional career began at Westinghouse Electric Corporation, where DesChamps supported the U.S. Naval Reactors program. While at Westinghouse, he worked on the design and certification of the structural components of the Seawolf class of submarines. He also served as a resident engineer at the program’s manufacturing facilities. DesChamps has a master of science in engineering management from the University of Maryland University College and a bachelor of science in mechanical engineering from the University of South Carolina. He has been licensed as a professional engineer.
