Virgilio "Lio" Barrera is a public affairs advisor in Holland & Knight's Washington, D.C. office. Mr. Barrera designs and implements legislative, executive branch, business development and marketing strategies for domestic, foreign, nonprofit and corporate clients. Mr. Barrera's areas of focus include energy and environmental consulting, water and agriculture policy, trade, appropriations and public relations. He collaborates with companies of all sizes to develop and execute public engagement strategies in order to help achieve their business objectives.

Prior to joining Holland & Knight, Mr. Barrera served as a legislative assistant for U.S. Sen. Mark E. Udall, D-Colo., working on agriculture, immigration, trade, water and environmental policy. In this capacity, Mr. Barrera helped to develop and implement bipartisan legislative strategies that assisted Colorado in its efforts to recover from historic floods, improve disaster assistance programs and streamline regulations. 

Additionally, Mr. Barrera has a significant background in agriculture and immigration issues. He has years of experience working with agriculture and industry trade associations to help address regulatory and labor issues, secure financing for rural infrastructure projects and grow rural economies.
