During the fall of 2013, the Environmental Protection Agency (EPA) began stakeholder engagement and regulatory processes to develop a proposed rule to regulate greenhouse gas emissions (GHG) from existing fossil fuel-fired power plants under Section 111(d) of the Clean Air Act (CAA). This study presents a taxonomy of alternative policy designs, discusses their benefits, weaknesses and tradeoffs and provides an economic analysis for the most promising alternatives.
