The DER benefit-cost analysis framework that we propose in this report builds on the experience and lessons learned from energy efficiency screening in New York and elsewhere. The state has historically relied upon the Total Resource Cost (TRC) Test in evaluating the cost-effectiveness of energy efficiency. However, in recent years, the Commission, Staff, and other stakeholders have expressed concerns that the TRC test is too narrowly-defined and does not account for a sufficient range of benefits, particularly non-energy benefits, hard-to-quantify benefits, and specific benefits articulated in New York’s energy policy goals.
