Pursuant to Section 186.801(1), Florida Statutes (F.S.), each generating electric utility must submit to the Florida Public Service Commission (Commission) a Ten-Year Site Plan (TYSP or Plan) which estimates the utility’s power generating needs and the general locations of its proposed power plant sites over a ten-year planning horizon. The Ten-Year Site Plans of Florida’s electric utilities are designed to give state, regional, and local agencies advance notice of proposed power plants and transmission facilities. In accordance with Section 186.801(2), the Commission is required to perform a preliminary study of each plan and classify each one as either “suitable” or “unsuitable.” This document represents the study of the 2014 Ten-Year Site Plans for Florida’s electric utilities, filed by 11 reporting utilities.1
All findings of the Commission are made available to the Florida Department of Environmental Protection for its consideration at any subsequent certification proceedings pursuant to the Power Plant Siting Act or the Transmission Line Siting Act.2 In addition, this document is forwarded to the Florida Department of Agriculture and Consumer Services pursuant to Section 377.703(2)(e), F.S., which requires the Commission to provide a report on electricity and natural gas forecasts.
