The United States (U.S.) Nuclear Regulatory Commission (NRC), in coordination with the U.S. Department of State, U.S. Department of Energy, and the Institute of Nuclear Power Operations, prepared this report, “The United States of America National Report for the 2012 Convention on Nuclear Safety Extraordinary Meeting,” and will submit it for peer review at the 2012 Convention on Nuclear Safety (CNS) Extraordinary Meeting to be held at the International Atomic Energy Agency in Vienna, Austria, in August 2012. This report addresses the actions taken by the U.S. to improve nuclear safety in response to the March 11, 2011, accident at the Fukushima Daiichi nuclear power plant in Japan. It demonstrates how the U.S. contributes to achieving and maintaining a high level of nuclear safety worldwide by enhancing national measures and international cooperation and by meeting the obligations of all the articles established by CNS. It describes how the U.S. addressed six topics in relation to the Fukushima accident: (1) external events, (2) design issues, (3) severe accident management and recovery, (4) national organizations, (5) emergency preparedness and response and post- accident management, and (6) international cooperation. Similar to the U.S. National Report for the fifth CNS issued in 2010, this report includes a section developed by the Institute of Nuclear Power Operations describing work done by the U.S. nuclear industry in response to the Fukushima accident.
