The Fukushima accident raises fundamental energy policy questions: Without carbon-free nuclear power generation, what energy sources will take its place and how will national and global greenhouse gas emissions targets be met? What are the challenges and consequences of large shares of renewable energy in the electricity mix? What will be the cost of transforming the electricity portfolio through renewable energy, and who will bear this cost? The answers to these questions are critical for addressing climate change, promoting sustainable global economic growth, and enhancing energy security.

The objective of this policy brief is to examine how Germany and Japan are addressing these questions, and to identify lessons relevant for the large-scale deployment of renewable power in the United States.
