The goal of the national energy program is to eliminate the gap between U.S. oil consumption and production and reduce green house gas (GHG) emissions in a decade as a milestone on the road to a sustainable energy future. With domestic natural gas supply plentiful, eliminating the “oil gap” will achieve energy independence. Reputable forecasts of the size of the gap vary from four to seven MBD. The oil gap objective is set near the top of the range at six MBD. President Obama set a goal to reduce GHG emissions to 26-28% below 2005 levels by 2025 at the Paris Climate Summit. This emissions objective is at least 1,400 million metric tons of CO2 equivalent. The energy and emissions objectives are set as a floor; not a ceiling.
