Lawrence Klaus is the author and will present “A National Energy Program”. The basic premise behind NEP is that America needs to treat energy as a matter of national security with a well defined national goal and timeline to avoid chaos. With seven of the ten nations with the largest oil reserves in a deteriorating region called the “arc of instability” by DOD and reduced defense budgets affecting our ability to defend the oil supply we can no longer consider the oil fields safe. Realization of this growing national security threat will provide common ground for green energy and fossil fuel interests to break the gridlock dating from Carter-Reagan Administrations and produce a rational compromise in the national interest. Approaches used to plan and manage the Space Program, finance and build the Interstate Highways and transform the nation during World War II are adapted to produce a NEP plan to achieve a national goal.
