Americans are very concerned about their energy future. Fossil fuels today are our dominant source of energy and the basis of our economic well being. Yet the use of fossil fuels has created huge environmental and national security concerns. Increas- ingly, scientific evidence leads to the conclusion that the release of greenhouse gases (GHG) is causing damaging climate change. World oil production is expected to plateau in the comparatively near future and this represents a serious national security risk for all nations. In order to survive, the United States and other nations need to make a transition to a “post petroleum” future.

This report suggests an overall national energy policy to our political leaders, two specific goals and a timetable by which these goals should be accomplished. It then concentrates on suggestions to the technical community by describing a generic process by which the politically established national energy policy, supporting goals, and timetable might be converted to specific recommendations that would apply to any energy future.
