As Director of Policy at the Alliance since September 2003, Lowell Ungar leads Alliance efforts to craft and enact strong government policies to save energy in all economic sectors. Through researching policy issues, developing educational materials, building coalitions, mobilizing grassroots support, exciting media interest and lobbying Congress,

Lowell promotes stronger appliance and building standards, improved vehicle fuel economy and reduced driving, expanded state and utility programs, new tax incentives, greater funding for federal programs and smart policies to address global warming.

Lowell is a co-author of two Alliance reports on building efficiency policies and of a Department of Energy report on state utility policies. As a legislative assistant for Sen. Tom Harkin for four years, as well as a Congressional Science Fellow for Rep. Ed Markey, he wrote and passed legislation, conducted investigations and worked with the media on energy, environmental, military and other issues.

Lowell also has more than a decade of scientific and policy research experience, with a Ph.D. in physical chemistry from the University of Chicago.
