Ms. Brinch is an energy consultant, operating a sole-proprietorship in the Baltimore-Washington, D.C. area. She has over 35 years of experience in the energy industry, including design, development, and successful implementation of policies, programs, and technical assistance in support of electricity generation, transmission, distribution, and use.

Ms. Brinch is an accomplished designer, convenor, and facilitator of stakeholder workshops, forums, peer reviews, training seminars, and technology roadmapping meetings on many energy topics, including: design of state and regional policies that impact electric utility markets, operations, and services, such as demand response and energy efficiency; electricity transmission and distribution issues such as transmission planning, designation of energy corridors on Federal lands, and transmission line congestion; grid modernization, including smart grid inter-operability and deployment; combined heat and power (CHP) and other distributed generation technologies and systems; energy efficient products and services for residential, commercial, industrial, and institutional facilities; and renewable technologies and systems such as solar/photovoltaics, biofuels, wind systems, and hydrogen vehicles and infrastructure.
Ms. Brinch recently worked for The Keystone Center, a non-profit mediation and collaborative engagement firm that specializes in energy, environment, and public health issues. Prior to Keystone, she was a senior consultant and manager at Energetics Incorporated.
Ms. Brinch has served as a state government energy manager, successful private sector energy consultant, senior manager in the non-profit sector, and small business owner. Her clients have included federal agencies such as the Department of Energy and the Environmental Protection Agency, federal power marketing agencies such as the Bonneville Power Administration, federal energy laboratories, such as Oak Ridge National Laboratory (ORNL) and Lawrence Berkeley National Laboratory (LBNL), state energy agencies, including the New York State Energy Research and Development Authority (NYSERDA) and the Maryland Energy Administration (MEA), private foundations, trade associations, and non-profit organizations.
