Health Effects of Ionizing Radiation

Dr. Cuttler graduated from the University of Toronto (Engineering Physics, Nuclear) in 1964. He received his MSc. and DSc. degrees from the Israel Institute of Technology in Haifa (Nuclear Engineering and Nuclear Sciences) in 1967 and 1971, while employed by IAEC as a research engineer and by the IIT as a laboratory manager. As the Technical Manager of Seforad Applied Radiation 1971-74, he managed the design and production of semiconductor detectors for gamma and x-rays, helium-3 neutron spectrometers and the associated low-noise electronics.

While employed at AECL, 1974-2000, Dr. Cuttler led the team that designed and procured the instrumentation for the reactor control and safety systems of three CANDU 6 reactors and Pickering NGS B. His team provided this equipment also for Bruce NGS B, plus the radiation monitors and failed fuel detection and location equipment.

He was AECL's engineering manager for Bruce B, AECL's resident engineering manager in Romania, the engineering manager of the SLOWPOKE-10 MW reactor, AECL's manager of services at Pickering NGS, CANDU 9 engineering integration manager and a technical services manager.

After retiring in 2000, he formed Cuttler & Associates and provided services to OPG, AECL and Bruce Power for Pickering-4 return to service, MAPLE and Bruce 1&2 Restart. He provided services to Bruce Power's Ageing and Obsolescence Project and OPG's Integrated Safety Review for Darlington NGS life extension.

Dr. Cuttler served on the council of the Canadian Nuclear Society for over 15 years and was president in 1995/6. He was appointed Fellow of the CNS in June 2000.

Since 1995, Dr. Cuttler has been assessing the health effects of ionizing radiation and drawing international attention to the beneficial effects of low doses.
