Robert has over 15 years of professional experience of working in the private sector, non-profit and public sectors on economic development, finance, regulation and public utilities. He has worked in the United States, Europe and a number of developing counties, with a focus on Latin America and Africa. As a former staff member of the World Bank, the Federal Communications Commission (FCC), and the U.S. Trade Representative’s (USTR) Office, as well as a senior officer of two high technology companies, Global Crossing and iBasis, he helped design and implement policies, programs and business strategies that transformed the telecommunications sector—once dominated by monopolies—into a highly competitive and profitable commodity market that has transformed the global economy. In the private sector and at the World Bank he managed and oversaw the work of teams of engineers, sales staff, legal and regulatory experts and consultants in nearly a dozen countries, including Nigeria, Guinea Bissau, Cape Verde, Mozambique, Mexico, Guatemala, Peru, Panama and Nicaragua. Prior to working for government agencies, Rob worked as a consumer/environmental advocate/analyst/organizer for Consumers International, Consumers Union, the Florida Public Interest Research Group and The Clean Water Action Project.
