Joel Coulter is a respected leader and innovator in the Full Motion Video/ISR persistent surveillance industry, and related mobile, collaboration and performance support technology sectors. Over the last 20 years, he has led the growth of several successful start-up businesses focused on addressing Defense, Civilian and Commercial clients’ knowledge management, critical infrastructure protection and organization collaboration service requirements.

As Business Development executive with EchoStorm he initiated research, product and business development activities to address client’s ability to integrate Full Motion Video ISR data from Unmanned Vehicle Systems proprietary sensor packages growing Echostorm from a startup to a 30M company in 2 years. EchoStorm deployed security/surveillance enterprise globally that addressed customer’s ability to use Remotely Piloted Vehicles (Drones) to achieve their Counter-Terrorism, Disaster Response, and Border/Port/Energy Security requirements.

He led joint DoD, DHS, and First Responder Counter-Terrorism and Humanitarian Assistance Disaster Response exercise and training activities in Virginia involving U.S. Coalition partners. During this time he worked with DoD, OASIS, and others to set up International Common Alert and Common Operations Picture Video/Sensor Information Sharing standards. These innovations contributed to strengthening DHS capabilities and became part of the Army Mobile One Ground Station and MAJIIC Navy ISR enterprise programs. Prior to this Joel launched a new Xybernaut division called Xyberlink providing wearable technology innovations for First Responder and Search and Rescue vehicles.

He recently went to work for a new start-up company KSI Video to provide customers with custom cloud enabled FMV ISR software improving customers’ ability to securely access, share and collaboratively analyze FMV ISR data from various fixed/mobile sources. Using a Facebook like interface requiring minimal orientation training joint disaster teams can more effectively respond to crisis situations. He worked with Government and industry partners to set up an advanced technology R&D Center near Richmond Virginia called the CTE Lab www.ctelab.com. Here the latest cloud innovations from commercial companies can be tested to improve critical information sharing from fixed/mobile proprietary sensor sources Joel’s KSI Video team assisted Virginia Tech’s Mid Atlantic Aviation Partnershuip capture the award as one of the six FAA UAS U.S. Centers of Excellence.
