Mark J. Carr analyzes legislation, regulations and economics of energy, emissions and the environment; of natural resource extraction, transportation and utilization; and develops industrial sales channels globally.

He is immediate-past chair of the Inland Water Transportation committee at the Transportation Research Board of the National Academies of Science and a founder of its energy transportation subcommittee. Research leadership there and elsewhere includes comparing productivity, environmental, safety and other factors of various energy freight modes; exploring corporate valuations of natural resources; plus benefit-cost analysis for second-order beneficiaries of energy infrastructure. He is active in critique of governmental business cost analysis inconsistencies, of incomplete and biased energy economics, and of politics of the sustainability movement.

Mark created an energy transportation education program with the objective of increasing political and public support for infrastructure expansion and watershed conservation. Over a million individuals have participated nationally. He leads a broad effort to improve the rigor and scientific accuracy of environmental and energy education for school children. Mark is active in invasive species mitigation and elimination as coordinated by public-private partnerships.

He has worked on homeland security policy, including security cost increases for energy and agriculture businesses and for governmental authorities; worker identification systems; and risk mitigation for business networks via transportation safety management planning.

He is active in non-profits focused on business strategy and growth, agriculture, freight and infrastructure, and environmental education. Mark’s background is in education and communications.
