Achieving the required carbon dioxide (CO2) emission reductions under the U.S. Environmental Protection Agency’s (EPA’s) proposed Clean Power Plan will require complex planning and involve many different stakeholders. The compliance planning process will involve a series of steps, shown in Figure 1, below. While the final rule will not be released until mid-summer, states should already be preparing to develop compliance plans to meet emission targets, and understanding the steps involved in compliance planning is a good way to begin the process.
