Historically, synchronous fossil fuel and nuclear generators with spinning reserves have provided a suite of reliability services, like frequency response and voltage control, to keep the grid running smoothly. But as generation from nonsynchronous resources like solar, wind, and energy storage grows, with these resources expected to account for more than 80 percent of new electric generation capacity coming online this year, key questions are emerging for those responsible for grid reliability. Namely, what are the reliability implications and capabilities of inverter-based resources? What strategies do grid operators employ to maintain reliability while integrating more renewable energy? Do state energy regulators need to rethink how reliability services are defined and procured? And what should regulators be considering to make sure their states’ evolving power grids can deliver reliable and clean power?
