ACORE – The Benefit and Urgency of Planned Offshore Wind Transmission

There is an urgent need to address interconnecting offshore wind (OSW) generation. The OSW procurements and goals of 11 coastal states go well beyond President Biden’s goal of 30 gigawatts (GW) of OSW by 2030, exceeding 50 GW through 2035 and over 70 GW by 2045.

Moreover, the national total of state OSW goals and projected needs increase from almost 30 GW by 2030 to possibly over 100 GW by 2040 and 200+ GW by 2050 when the Pacific Coast and Gulf states are included. Proactive planning of long-term transmission needs is essential for cost-effectively interconnecting this amount of generation (along with the necessary land-based clean-energy resources), and mitigating the environmental and community impacts imposed by the necessary construction of onshore and offshore transmission facilities.

The Brattle Group will present the results of a new analysis commissioned by the American Clean Power Association, the American Council on Renewable Energy (ACORE), the Clean Air Task Force, GridLab, and the Natural Resources Defense Council, which finds that efficient and proactively-planned transmission solutions could significantly lower the cost of reaching 2050 offshore wind goals.
