The National Commission on Energy Policy (NCEP) commissioned this report to review and identify critical “upstream” fuel cycle issues that need to be addressed to ensure that the domestic coal industry can continue meeting the nation’s energy demands while delivering the social benefits and environmental performance demanded by the public.

The report focuses not only on the coal mining industry, but also on the entire coal sector, including government, equipment suppliers, academic institutions, communities near coal mining, environmental groups, and other parties involved  in upstream coal issues. Specifically, the report discusses in detail six major upstream aspects of coal production that could aff ect the ability of the U.S. coal sector to meet current projections of likely production demand to 2030.
