The Bipartisan Policy Center’s Energy Project explores the transitioning electric power sector and projected impacts of the final Clean Power Plan (CPP) at the U.S. and regional level. The analysis is based on economic modeling of the electricity sector and highlights the impact of low natural gas prices and renewable incentives on the evolving baseline. The analysis also provides insights on state policy choices to implement the CPP and their potential impact on the generation mix, costs, and CO2 emissions.
