Highlights from October 2021

Ahead of COP26

The United Nations Climate Change Conference (COP26) will bring parties together to accelerate action towards the goals of the Paris Agreement and the UN Framework Convention on Climate Change. It comes at a time in the United States in which Congress continues to try to pass comprehensive legislation that addresses the threat of climate change. The United Kingdom hosts the summit in Glasgow from October 31 to November 12.

Clean Electricity Performance Program to Carbon Tax

The fate of the Clean Electricity Performance Program (CEPP) seems grim after Democratic Senator Joe Manchin of West Virginia signaled his lack of support for the signature climate provision in the Democrats’ $3.5 trillion reconciliation package.
With that impasse, Democrats are considering a carbon tax as an alternative to the CEPP, although further debate abounds about the feasibility and effectiveness of a tax.
