This case study examines how Consumers Energy (Consumers) is advancing a comprehensive, data-driven approach to distribution system resilience through proactive infrastructure investment, aggressive maintenance and inspection, and targeted automation. Drawing on Consumers’ 2024–2028 EDIIP, the study highlights how the utility is modernizing grid operations and asset management to reduce storm impacts, improve reliability performance, and strengthen outcomes for customers across Michigan.

Building on SEPA and Rhizome’s Resilient by Design: Utility Strategies for Climate-Ready Distribution Systems report, this case study explores how Consumers is planning for an evolving risk environment shaped by more frequent major storm events, high winds, ice conditions, and emerging wildfire exposure, alongside accelerating customer technology adoption. Consumers’ EDIIP outlines a $7 billion, five-year investment strategy paired with expanded operation and maintenance activity, supported by scenario analysis that evaluates both climate-driven hazards and grid impacts from DERs, electrification, and load growth. The case study also highlights Consumers’ efforts to align resilience planning with Michigan Public Service Commission objectives and equity expectations, including the use of environmental justice mapping, circuit-level performance insights, and a VCRP designed to deliver better-than-average reliability outcomes for disadvantaged communities.
