Wind and solar projects placed in service after 2027 would not be eligible for the clean electricity production or investment credit, and a new excise tax of up to 50% for wind and 30% for solar would be imposed on wind and solar projects that violate the material assistance cost ratio with respect to materials obtained from prohibited foreign entities.
The bill expands support for advanced nuclear by broadening the definition of qualifying projects and extending the 10% energy community bonus under IRC § 45Y to areas with employment in nuclear-related activities. Provisions relating to the clean fuel production credit saw a number of changes, including a shortening of the proposed extension period from 2031 to 2029.
