Last week the Senate Energy and Natural Resources Committee, chaired by Senator Jeff Bingaman (D-NM), held a hearing on the Clean Energy Standard Act of 2012 (CESA). Witnesses offered a variety of perspectives on the bill. Changes at the NRC?

Steve Jaczko, Chairman of the Nuclear Regulatory Commission (NRC), announced his resignation this week amidst unflattering reports of his leadership and congressional hearings. Jaczko spent three years as Chairman and more than 7 years on the Commission. He will step down after a successor is confirmed, or after June of 2013, when his term would have ended. Debate Continues Over Energy Efficient Bulbs

Late last year, a deal generated in the House blocked DOE from enforcing its energy efficient light bulb standards, which were set in place by the Energy Independence and Security Act of 2007.  A Congressman has said he plans to offer an amendment to extend that ban when the House considers the 2013 spending bill this year. House Takes Aim at DoD Biofuel Efforts

The House Armed Services Committee’s newly proposed 2013 Pentagon budget contains a provision that would prevent the U.S. Department of Defense (DoD) from purchasing alternative fuels, largely in the form of biofuels, if they cost more than traditional fuels. The proposal comes at a time when the military is ramping up its use of biofuels and the U.S. biofuel industry could use the certainty provided by a customer as large and influential as DoD. Another Release of Strategic Oil Reserves?

According to a Japanese news service, The Obama Administration will call for a release of strategic oil reserves (SPR) at the upcoming G8 summit. The expected request comes in advance of Europe’s July embargo on Iranian oil. Oil prices have declined in recent weeks, and the U.S. has seen increasing crude inventories. The End of Coal?

Bloomberg Government has published The Twilight of Coal Power?, an assessment of how EPA’s new greenhouse gas rules might affect coal-fired power plants. The report concludes that although coal will remain in the energy mix for decades due to existing plants, the EPA’s new rule will effectively ban new coal plants. The new rules require that fossil plants not exceed 1,000 lbs. of CO2/MWh. Scott Segal, executive director of the Electric Reliability Coordinating Council, which represents utility interests, warns that EPA’s rule will disrupt utility hedging by eliminating coal from the fuel mix and “depriving the market of its flexibility.”… [more]

New Fracking Rule Draws Criticism

The Bureau of Land Management (BLM), an arm of the Department of the Interior (DOI), last updated its hydraulic fracturing (“fracking”) rules in 1988, before many current technologies and techniques were adopted. In response to a request from the Senate Committee on Energy and Natural Resources, the Energy Information Administration (EIA) has released its Analysis of Impacts of the Clean Energy Standard Act of 2012. Committee chairman Jeff Bingaman (D-NM), introduced the Act, which aims to increase low-carbon power generation in the U.S. by more than 80% by 2035 utilizing a market-based system of tradable energy credits.
