Tariffs Threaten the U.S. Solar Industry

SolarWorld, a German-based manufacturer, has introduced a petition with the International Trade Commission and the U.S. Department of Commerce seeking to impose additional antidumping (AD) and countervailing (CVD) duties on imports of solar products from China and Taiwan. Interestingly, the petition aims to relieve U.S. solar panel manufacturing companies from imports that are sold in the U.S. at less than fair value (“dumped”) or allegedly benefit from subsidies in China or Taiwan. However, the petition could increase material costs and have significant impacts on the broader U.S. solar industry. The U.S. solar industry grew ten times faster than national job… [more]

Hydropower: The Silent and Aging Renewable

Author(s): Nate Sandvig
President

Date: April 28, 2014 at 10:53 AM

Often termed the country’s “silent renewable,” hydropower is the nation’s largest renewable electricity resource, providing 7% of total generation. Hydropower’s many supporters – 81% of U.S. voters favor maintaining existing hydro, according to a recent National Hydropower Association poll – value its low-cost, reliability and ability to integrate intermittent renewable resources.  Critics argue that hydropower is not environmentally-friendly and, if included in state Renewable Portfolio Standards, will reduce the growth of renewables like wind and solar power. Historically, the U.S. Army Corps of Engineers and the Bureau of Reclamation built the vast majority of major federal dams with integrated hydroelectric… [more]

Where Can Environmental Policies Enable Efficiency and Profits?

Author(s): Congressman Alan Lowenthal (D-CA)
Member
U.S. House of Representatives
Date: April 24, 2014 at 8:00 AM

When we think of environmental policies that impact business, we don’t often think of increased profits. Too often the private sector is positioned at odds with efforts to address environmental issues through state and federal legislation. But alternatives to this false dichotomy exist and it’s important that we identify and act on these opportunities. As an example, let me point to the adjacent ports of Long Beach and Los Angeles, which together make up the busiest container port complex in the Western Hemisphere. Last year, the ports moved the equivalent of nearly 15 million 20-foot-long containers. The ports contribute well… [more]

The New Geopolitics of Petroleum and Natural Gas: How Will the Tight Oil Boom Affect the Prospects for Arctic and Ultra-Deepwater Oil Development?

Author(s): David Rosner
Associate Director for Energy Security
Bipartisan Policy Center
Date: April 17, 2014 at 9:00 AM

OurEnergyPolicy.org has partnered with the Bipartisan Policy Center for Navigating the Oil Frontier: The Implications of the Tight Oil Boom on Arctic and Ultra-Deepwater Oil Development, to be held Monday April 21st at the Washington Court Hotel. This discussion is a digital extension of that event. With the onset of the U.S. tight oil boom, the growth of Canadian oil sands production, and the prospects for expanded Mexican oil production, expectations about future oil supply have shifted from traditional OPEC oil producers to countries whose oil production had previously been declining.  The reduction of Arctic ice and development of deep-water… [more]

Is The Strategic Petroleum Reserve A Solution To The Crisis in Ukraine?

Author(s): Vikram Rao
Executive Director
Research Triangle Energy Consortium
Date: April 9, 2014 at 9:36 AM

George Soros was recently quoted as suggesting that the US use the Strategic Petroleum Reserve (SPR) as a deterrent to Russian aggression in Ukraine.  I thought we could examine the validity of that premise. The SPR, an emergency supply of oil maintained by the United States, is currently near capacity at about 700 million barrels. In our new world driven by shale oil,  a supply disruption would require tapping SPR help for a much shorter period than was envisioned when the SPR’s capacity was designed. Oil represents more than half of all Russian budget revenues and 30% of Russia’s GDP.… [more]

Can Natural Gas and Renewables Be Synergistic, Not Competitive?

Author(s): Dawn Santoianni
Lead Communications Consultant
Duke Energy
Date: April 2, 2014 at 7:05 AM

The role of natural gas in a clean energy future has been widely debated due to concerns over life-cycle carbon emissions and perceptions that relying on natural gas as a “bridge fuel” is short-sighted and reduces investment in clean energy. A study published in the journal Science concluded methane leaks from the production and piping of natural gas were underestimated and could be large enough to undermine the carbon reduction benefits compared to coal. Recent utility developments have highlighted the competition between renewables and natural gas: Faced with a capacity shortage as a result of the retirement of the 2,200… [more]

Changing Times for Electric Utilities

Author(s): John Finnigan
Senior Regulatory Attorney
Environmental Defense Fund
Date: March 24, 2014 at 7:00 AM

Two seemingly unrelated announcements drew much attention in the electric utility industry recently. First, the Edison Electric Institute and the Natural Resources Defense Council jointly recommended changing how utilities should be regulated. Second, Duke Energy announced it will sell 13 Midwest merchant power plants. These announcements are actually related, and arise because the traditional utility business model is crumbling, due to several factors: Load growth has declined, due to a slowing economy and greater use of renewable energy and energy efficiency. Utilities are no longer able to obtain economies of scale by building ever-larger plants. New regulations have resulted in… [more]
