Attorney and expert on taxes and public utilities. My background includes both public interest law and the cross-over with economics, physics and theology. I have been an expert witness many times, in many states, particularly on utility rate design, bulk power supply and taxes. Most recently I have been legal counsel for utilities on Block Island. I am also actively involved in teaching and writing in the energy, utility and tax areas.
