This paper was undertaken in 2013, and its analysis is backward looking. As of early 2014, 18 states are updating or considering developing new energy plans.1 MEI engaged in this project to analyze the impact of SEP adoption on a state in order to determine if an economic benefit was associated with the creation and implementation of a SEP. This study utilized data collected from the National Association of State Energy Offices, the U.S. Census Bureau, the Bureau of Labor Statistics, and the Energy Information Administration to investigate and compare states over multiple year tranches from 2005-2010.
