This report focuses on one such company: PacifiCorp, one of the largest utilities and largest owners of coal-fired generation in the United States, which serves customers in six states in the western U.S. PacifiCorp’s ratepayers face the risk of high costs for environmental upgrades at the company’s plants; increasing fuel costs; remediation costs to undo the environmental harm, such as groundwater contamination, created by mining coal and the waste from coal plants; and the risk of higher electric bills once the cost of CO2 emissions is internalized in rates.
