Angela Conroy is an environmental scientist with more than 14 years’ experience in developing and managing environmental, brownfields, land revitalization and sustainable reuse, energy efficiency and renewable energy programs and projects. Ms. Conroy is an independent consultant who applies an integrated set of disciplines centered on the environmental sciences, environmental management, and businesses to support sound decision analysis. She holds a MBA and a MS in Environmental Management (concentration in Energy Resources Management and Policy) from the University of Maryland, a BS in Environmental Science from Ferrum College, and is a Certified Sustainable Development Professional (CSDP) by the Association of Energy Engineer’s, and was was recently recognized by the AEE as a 2013 Legend in Energy. In addition, Ms. Conroy serves as the Director of Sustainable Energy for the Cabell Brand Center. Ms. Conroy was brought on board to launch/manage the CBC's sustainable energy program, and to direct the long-term strategic planning effort to advance/sustain the legacy of the Center.

She has provided senior environmental and management advisory services to U.S. Environmental Protections Agency (EPA), U.S. Department of Energy (DOE), DOE’s National Renewable Energy Laboratory (NREL), U.S. Department of Interior’s Bureau of Land Management, U.S. Army Corps of Engineers, other federal agencies, state and local governments, public utilities and private and non-profit organizations. She is nationally recognized for her work supporting EPA’s RE-Powering America’s Land Initiative: Siting Renewables on Potentially Contaminated Lands, Mining Sites and landfills—recognized in 2013 as a “top innovation in government” by Harvard’s Kennedy School of Government. She led the coordination of the RE-Powering Initiative across EPA offices and regions, and other federal agencies (DOE, NREL, BLM) and built strategic partnerships with more than 50 industry and commercial, entities federal, state, local governments, non-profits, and community stakeholders— and contributed the development of more than 60 renewable energy projects on contaminated sites and landfills across the U.S. Ms. Conroy managed and co-authored the EPA and NREL joint publication Best Practices for Siting Photovoltaics (PV) on Municipal Solid Waste (MSW) Landfill. She managed and contributed to the development of the Handbook for Siting Renewable Energy Projects While Addressing Environmental Issues, solar and wind decision trees used to assess contaminated sites and landfills for renewable energy potential, documents that clarify liability, factsheets and case studies to promote the significant advantages of redeveloping potentially contaminated lands, landfills, and mine sites for renewable energy development, and designed workshops to facilitate continued stakeholder involvement.

Ms. Conroy has developed climate change strategy tools to help manage greenhouse gas (GHG) emissions and create inventories (e.g. EPA’s State Inventory Tool (SIT)), analyzed state climate change action plans, and established a workgroup comprised of representatives from academia, local government, private sector and NGOs, to foster energy efficiency “best practices” and conduct GHG inventory for a local government using “Cool Cities” framework (ICLEI Local Governments for Sustainability/Local Government Operations Protocol).

She managed Maryland Energy Administration’s (MEA) EmPOWER Energy Efficiency and Conservation Block Grants awarded to 150+ local governments, launched MEA’s Maryland Kathleen A. P. Mathias Agriculture Energy Efficiency Grant Program—where grants ranging from $25,000 to $200,000 were awarded to 20 recipients to assist with the costs of installing eligible energy efficiency and renewable energy technologies, and developed and managed Energy Efficiency (EE) and Demand Management Side (DMS) residential, commercial, and industrial programs for three major utilities.
